EXPERIENCE IN ORGANIZING AND GUIDING COMPREHENSIVE EXPERTISE OF RESULTS OF SCIENTIFIC AND TECHNICAL PROGRAM

Abstract – An approach for systematic analysis of results of scientific and technical programs is proposed which involves expert evaluation methods. The article considers important stages of organizing and carrying out comprehensive expertise of a series of results of scientific and technical programs as exemplified by evaluation of the results obtained in the course of implementation of the federal target program “National System of Chemical and Biological Safety of the Russian Federation (2009-2014 years)”. A set of criteria and a questionnaire for expert evaluation of the results of the program have been developed. Practical recommendations on organizing and conducting the expertise of results of scientific and technical programs are given. Factors have been identified for assessing an expert competence and selecting experts. The main conclusions resulting from multicriteria analysis of the results of the program are formulated.
